Development of a Comprehensive Emergency Management Plan
(CEMP)
The Comprehensive
Emergency Management Plan (CEMP) establishes a framework for
an effective system of comprehensive emergency management.
The Plan describes the basic strategies, assumptions, operational
goals and objectives, and mechanisms through which a jurisdiction
will mobilize resources and conduct activities to guide and
support emergency management efforts through preparedness,
response, recovery, and mitigation. To facilitate effective
operations, the Plan adopts a functional approach that groups
the types of assistance to be provided into Emergency Functions.
All Hands, working for and in
close coordination with the local Emergency Management Coordinator,
will provide administrative, research, planning, and publishing
services required to develop a complete CEMP.
These
services include:
Assist the Emergency Management
