Steve Davis is the President of DavisLogic,
Inc. and All Hands Consulting. Steve's background provides
him with a unique perspective and knowledge base to bring
to business continuity and emergency management issues.
Steve has thirty-five years of experience in a variety of
fields related to homeland security, continuity of operations,
and emergency management. Steve became a volunteer firefighter
in 1970 and a career firefighter in 1975. Steve served in
uniform for a total of 16 years as a Firefighter, Paramedic,
and Command Officer until moving into public administration.
He served as Executive Director of Montgomery County’s
Fire and Rescue Commission, was Administrator of the Montgomery
County Health Department, and completed his public sector
career as a Manager in the Office of Management and Budget.
Steve has managed a number of emergency service initiatives
and enterprise technology projects. In the mid-nineties, while
he was responsible for technology budgeting and planning,
he led efforts to develop Y2K project and risk management
methodologies. Steve published a comprehensive Year 2000 Best
Practices Plan for both the County and the Metropolitan Washington
Council of Governments. He co-authored a popular Y2K resource,
Y2K Risk Management, in 1998.
Steve founded DavisLogic in 1995 and began advising government
and private sector officials across the country and around
the world on business continuity with a focus on managing
Y2K risks. He was a founding member of the International Year
2000 Taskforce, the Computer Professionals for Social Responsibility
Year 2000 Working Group, and was a volunteer expert with the
International Cooperation Center. He also served as an expert
witness on Y2K.
In February 2000, Steve co-founded and developed All
Hands Consulting, a unique consortium of emergency management
and business continuity professional providing consulting
services worldwide. Steve manages the business and has been
serving as a principal consultant on homeland security, continuity
of operations, and comprehensive emergency management projects.
He currently serves as project manager for the Miami
Urban Area Security Initiative.
Steve holds a Bachelor Degree in Fire Service Management
and a Masters Degree in Public Policy from the University
of Maryland, College Park.

Steve has given over 70 presentations at conferences, workshops,
and seminars in North America, Europe, and Asia. Topics include
comprehensive emergency management, business continuity, risk
management, disaster preparedness, incident command, and command
center operations.
