AHC Supports Comprehensive Emergency Management Programs

Development of Community Emergency Management Core Programs

The All Hands Consulting project approach for the development or enhancement of a comprehensive emergency management program (CEMP) is a tailored effort, which includes up to eleven discrete items. These services may be provided sequentially, concurrently or separately based on client requirements. Training related to the development or enhancement of an emergency management program can also be provided. In addition, we can conduct workshops or other training for local governments related to the development or enhancement of emergency management programs and strategic plans.

Development of a Comprehensive Emergency Management Plan (CEMP)

A jurisdiction’s Comprehensive Emergency Management Plan (CEMP) establishes a framework for an effective comprehensive emergency management program. A CEMP describes the basic strategies, assumptions, policies, operational goals and objectives, and mechanisms through which a jurisdiction will mobilize resources and conduct activities to guide and support emergency management efforts through prevention, preparedness, response, recovery, and mitigation. To facilitate effective response and recovery operations, the CEMP adopts a functional approach that groups the types of emergency assistance to be provided into Emergency Support Functions (ESFs) and groups recovery tasks into Recovery Functions (RFs).

AHC staff, working for and in close coordination with the jurisdiction’s emergency management staff, will provide administrative, research, planning, publishing services and best practices required to develop a complete CEMP. All of our planning efforts are consistent with FEMA’s CPG 101, Developing and Maintaining Emergency Operations Plans, Version 2.

Design Response Standard Operating Procedures (SOPs)

All Hands will help your organization develop outlines for a department / agency response procedures. Encourage departments, agencies, organizations, to write Standard Operating Procedures (SOPs). Develop a complete listing of all departments, agencies, organizations who have identified responsibilities in the basic plan and emergency support functions (annexes). Include a sub listing of the responsibilities for each  department, agency or organization. Develop a format for SOPs. Provide each department, agency, organization with their lists of responsibilities. Ask each department, agency, organization to develop a SOP/checklist for each responsibility (e.g., a list of action steps to be performed to ensure that the responsibility, if called upon, is carried out.)

Develop EOC Organization, EOC Manual, and Staff Action Guides for each EOC Position

Using the Emergency Operations Center (EOC) organization / structure as per the CEMP Basic Plan, AHC will help establish EOC operating procedures and to develop staff action guides (SOPs) for each EOC staff position.

Emergency Management Program Review

All Hands Emergency Management Consulting provides Emergency Operation Center (EOC) Review and EOC Vulnerability and Capability Assessment services. We will review your existing EOC and help you improve it both physically and operationally including development of your EOC organization, writing your Operations Manual, and developing Staff Action Guides for each EOC Position. We will also help you with training, software selection, and EOC design services.

Emergency Operation Center (EOC) Vulnerability and Capability Assessment

All Hands Emergency Management Consulting provides Emergency Operation Center (EOC) Vulnerability and Capability Assessment services. We will review your existing EOC and help you improve it both physically and operationally including development of your EOC organization, writing your Operations Manual, and developing Staff Action Guides for each EOC Position. We will also help you with training, software selection and EOC design services.

Emergency Operations Center (EOC) Review

Using a program evaluation tool that All Hands developed for North Carolina, Florida and the Federal Emergency Management Agency, All Hands will work with the Emergency Management Coordinator to develop a program profile to identify the current status of the program. The report will identify program areas needing immediate (first year) development, updating, or improvement, and those elements to be accomplished during the second year, and so on. Staff and budget requirements are indicated.

FEMA Public Assistance (PA) Program Technical Assistance and Program Delivery

AHC consultants can relieve this burden by assisting with the complete cycle of FEMA PA Program delivery, including:

Development of eligible scopes of work to repair or replace disaster-damaged infrastructure,, Completion of required Project Worksheets (grant documents) to obtain the maximum possible amount of Federal assistance, Providing insurance specialists to maximize insurance proceeds from existing policies, Resolving appeals and providing advocacy for dispute resolution, Identification of Hazard Mitigation opportunities, and Development of Long Term Community Recovery (LTCR) Strategies, necessary to return disaster-impacted communities to conditions that are often more sustainable than they were prior to the disaster.

Corporate Emergency Preparedness Programs and Plans

All Hands Consulting provides various Corporate Preparedness Planning services that facilitate the development and delivery of comprehensive emergency management services. Using site data and graphics, information is made readily available to school, hospital, industry and government response officials to aid in making strategic and tactical decisions for real-time incidents such as a chemical release, a bomb threat, or intruder incident.

Development of Field Operating Guides (FOGs) for Disaster Responders

All Hands bring decades of experience to projects providing development and design support for Field Operating Guides (FOGs) as actionable, tactical tools. The AHC team offers quality technical writing and graphic design capabilities to ensure that the final products are easy to understand and professional in appearance.

Based on the Incident Command System (ICS), ”pocket guides” can be produced for each type of disaster responder or emergency management roles (based on CEMP emergency function schedule).

Development of Local Evacuation and Shelter-in-Place Plan and Procedures

The AHC approach is based on case studies and disaster research conclusions. The plan and procedures will provide research based strategies and guidelines to accomplish evacuation or shelter in place operations.
